Peter Dance's "Shell Collecting, an illustrated history" is an invaluable
resource for these questions.

From that source:

Dillwyn, L.W. (1778-1855) - Cardiff Museum
Dunker, R.W. (1809-1885) - Berlin Museum & Cuming collection
Fulton, F.C. (1861-1942) - British Museum
Gmelin, J.F. (1748-1804) - cited illustrations in other works
Barnes, D.H. (?) - lost

From Kohn's "Chronological Taxonomy of Conus":

Gebauer, J.J. (d. 1819) - apparently cited illustrations in other works
Donovan, E. (1768-1837) - possibly in private London Museum and Institute
of Natural History, or in other collections
