Kevin,
Take a look at the following site for further information about export of
molluscs from Australia.
http://www.environment.gov.au/bg/plants/wildlife/inf28.htm

(extract of portion below)

EXPORT OF SEA SHELLS

Export of most Australian native molluscs and their shells is regulated
under the Wildlife Protection Act.
To export any Australian native shell (irrespective of the age of the item)
a permit must be obtained from the Australian Nature Conservation Agency
(ANCA).
PERSONAL AND COMMERCIAL EXPORTS

Permits to export shells and shell products may be granted where the
specimens have come from a captive breeding operation or from a
harvesting/ranching operation approved by ANCA.
Applications for permits must be supported by documentation which shows that
the shells were collected under one of these approved State operations (this
includes personal collections).
As an alternative to permits, authorities may be obtained which allow for an
unlimited number of exports over a 12 month period. The fee for an authority
is $150. Under the authority system permits are still required, however, no
additional costs are involved.
EXEMPTIONS

Schedule 4 of the Act lists a number of mollusc species which may be
exported without a permit issued by ANCA. Please contact the ANCA for a copy
of Schedule 4 (or refer to information sheet number 21).
