Pretty much the whole Caribbean coast of the Yucatan (Cancun to the border)
is now, I think, part of a marine park and protected from live collecting.
They're calling it the "Mexican Riviera" and are working on developing the
area for tourists. This definitely goes from Cancun to Tulum, though I'm not
sure if there are restrictions at Cancun.

So far it's ok to live collect on the Gulf coast, on the north and west
coasts of the Yucatan. Beach shelling is ok anywhere.
