To expand on Harry's message a bit, on choosing between synonyms proposed in the same paper:

The first reviewer who determines the synonymy of two names is in a position to judge which name to use.  If both seem equally good, then page priority can be used instead of flipping a coin.  However, if the first name were based on a particularly bad specimen, or had worse data, or the second name was much more widely used, then retaining the second might seem preferable.  For example, I believe that Epitonium aequibile Kellum, 1926 and Epitonium dignitatis (sic) Kellum 1926 are synonymous.  The type specimens are about equally good, so I will probably retain aequibile based on page priority, though I should double-check the collections at the Smithsonian to see the current conditions of the types and make another search for homonyms before I publish.
