That4s true, In Mexico, tourism is the 2nd. economical activitie, so the
hotels have many attributions.  But this is not a "legal" restriction to
shelling. If you go to virgin beaches (many of free access, far of the
hotels area) you can find interesting pieces. Just remember, take only
the pieces you need. Mexico has good rockbeach areas too.
 
If you go offshore, be carefull, in Mexico, our coral areas (Mexico4s
Gulf and Caribbean) are vanishing.
 
Last point: Insecurity for the tourist is a real problem in Mexico, take
your cautions.
