New Species and subspecies descriptions:  holotype designation and
deposition in a museum.  Description in journal (preferrably peer-reviewed)
of appropriate subscriber size, taxon illustration, comparison/diagnosis to
similar taxa.  That's it in a nutshell.

To change something?  What do you mean by that?  1)  Elevate a subspecies
to a species? Or vice versa?  2)  Actually change a name?  As in a
replacement name?

If you mean #1, just change it, but present a compelling arguement to do
so.  If you mean #2, well, that's a schnecken of another farben......we'll
have to talk......
