May I suggest contacting the USA-based 'History of Cartography Project'
(History of Cartography website: http://www.geography.wisc.edu/histcart/?
And the equally pertinent internet discussion list 'MapHist' (to whom
this response is being copied)?

Who (institutionally) is known for doing academic research on the
history of cartography? I have a donor who has a number of English and
German books from the late 19th thru the mid 20th century who is looking
to give his collection to a good home WHERE THEY WILL GET USED. Alas: I
have no one on campus who does this.
