Generally SSC applies to a species that is a nongame animal and isn't
endangered.  As I understand it, a species can't be protected as
endangered unless the state can give proof that it is in danger of
extinction, while states can pass laws protecting "species of special
concern" without providing any proof that the species is seriously
threatened.  This allows them to place animals under protection in short
notice or protect animals that are experiencing rapid population
decline, but aren't actually endangered.

Also, some species of concern may not be completely protected like
endangered species, but have collection limits, etc.
