This is not likely to happen due to the tremendous amount of work involved.
Instead, it is published every couple years (usually at a net loss) by various
authors.

Years ago, Robert J. L. Wagner & R. Tucker Abbott published one as a
part/supplement to:
 Wagner & Abbott's Standard Catalog of Shells 3rd Ed

Today, the international list is published by Kim Hutsell and Don Pisor as:
Hutsell & Pisor's Registry of World Record Size Shells, Snails Pace Productions
The 4th Edition is due out any day.

Perhaps if they ever decide to cease this publication they will find someone to
pick it up and go from there to the internet.
