Many people still think that a junior homonym always needs to be replaced
(or more general "cannot be used"). This was true when the older ICZN codes
were in effect, but the 1999 edition ended this in some situations in order
to protect stability.
If, for instance, Crosse's name was in use for the Australian Meridolum,
then ICZN art 23.9.5 (1999 code) would prevent this name from automatically
being dropped.
