It's too bad these governmental agencies don't put the same energy into more damaging activities to wildlife, such as pollution, development and habitat destruction. Does anyone have a chance to talk to authorities with the data that conservative collecting doesn't damage the mollusk populations before the laws are enacted?

Subject: Re: [CONCH-L] Shelling in Costa Rica

Several years ago, after having collected on personal trips to Costa Rica
a dozen times since 1972, I started to organize a shelling tour there. I
received a very formal letter from one of their universities stating that
collecting was permitted only with application to a state university and
that all specimens collected had to be turned over to said university.
Needless to say my planned tour went no further. After that I did read
several accounts of individuals who had collected specimens in Costa Rica,
with no mention of problems bringing the shell out of the country. But
several commentors here have indicated this has also changed and the
collecting ban has started to be enforced.

Are we heading into the age of no self collecting, just the recycling of
old collections?
