I have no knowledge of the case directly, but it might be an example of
over shelling or the thought thereof.  e.g. CR's natural resource to be
guarded.

I can see that a University could shell if for science and used by CR's
children.

An example is the land grab by our country making the various National
parks, reserves,
preserves, Forests, lands, BLM, etc.   Natural resources within either
above or below the surface
are protected or taken away from land owners.

Other places prohibit shelling of various species or all of them or
restricted by license and stamps.

If wild life in abundance exists, license and stamps might be the way to
limit bucket and truck hauls.
With fees, habitat can be build and maintained.  And it would allow
collecting.

Duck fees build shelters in Mexico and the U.S.

It would be interesting to find out the reason of the law - assuming
there is one.

And along with Vicky on this - often one sided emotional pleas are swept
through without
thought or research.  It might be protection from massive
poachers/collectors maybe revenge
from the University itself due to a in-situ research program being taken
and the long term
data halted before its time.

Might I suggest calling the Embassy in Washington and inquire and
mention loss of professional
tours....

Through channels permission might be granted.
