I wasn't going to continue this thread after reading Jim's horror stories,
but in answer to Paolo.  All of the proper paperwork was attached.  Customs
forms and CITES clearances from the Philippines, customs decs for the US, a
list of exactly what species were included, etc.  There was more than is
usually the case with a simple trade.  But if the Fish & Game decide they
should inspect, then they will and they will charge - nothing to be done.
And that includes the recommended official complaints.  It is like punching
a pillow.  No real effect.  And complaining to customs is really a waste of
time.  The shells have already been destroyed and there is no real recourse.
