I've never had any trouble with US customs bringing in shells. Usually I
just say seashell souvenirs. I have had an unbelieving lady in Venezuela
insist on looking in my carryon to be sure I was carrying shells, but she
had no objection.

There are a few shells on the CITES list; otherwise no problem in bringing
them in (be sure land shells are dead!). You can carry them on or pack
them, if you're sure you packed them well to ensure they don't break (a
shame to go all that way and bring back pieces).

One good piece of packing material is used water bottles! In some countries
you buy lots of water to drink, and the bottles pack nicely next to one
another in either your suitcase or carryon. Bring a pair of scissors or
knife to cut the top off and after they're full of shells put tape across
the top to keep them from falling out.
