Jose,
  The Delaware Valley Paleontological Society publishes two different
periodicals.  The first is their monthly newsletter.  The second is a
publication call The Mosasaur.  This, I would argue is a "professional
journal".  Articles by "professionals" are reviewed by professionals,
those by amateurs are reviewed by others on the editorial and review
panel.  How they decide which group you belong to is unknown to me.  The
journal comes out on an irregular basis, one 100 page issue every 2 or 3
years.  still, I doubt the editors would publish an article describing a
new taxon and I suspect they would consider themselves not valid for
descriptions of new taxa.
  On the other hand there is the New York Paleontological Society.  They
also publish a monthly newsletter and a yearly journal called the
Spirifer. The Spirifer does not peer review but serves to publish articles
that are too long for the newsletter, some run 10-20 pages.
