Several names have been created explicitly for forms considered by the author of the name to be abnormal morphs of known species.  Somewhare in my files I have a paper or two exclusively concerned with naming molluscan "monsters".  I think that the goal of the phrase in the Code is to exclude such names from consideration, rather than to rule out names proposed for what later prove to be aberrant specimens.
