Actually it's very simple: because collectors pay high prices for
Xenophora with a piece of glass and even more because of the beer
bottle cap, clever fisherman put just 1000 broken bottles and 1000 beer
caps on the very exact place they know there are Xenophora 150 m below.
The tangle nets 6 months later will yield one Xeno out of a dozen with
a piece of glass, and one out of 50 will have a beer bottle cap.
The attachment goes very quicky in Xenophora: they need about a night
to attach a new piece of camouflage.

Voilą, very simple.
