In Pinalles and Hillsborough Counties, the distribution of sand bags (and
sand) did not always go smoothly.   When folks had bags and the
distribution centers ran out of sand, folks took their shovels  to the
beaches. The police kept order but did not arrest anyone for stealing sand
or whatever laws would usually apply.
