I recently (Monday) mailed our club newsletter the "Shell-O-Gram" to our
overseas subscribers as has been done for several years.  This is simply
a 6-10 page newsletter in an envelope.  For the first time ever,
the U.S. Postal Service asked me to fill out a customs declaration
for each mailing.  According to the desk clerk, the U.S. Postal Service
has been returning all overseas mailings without said declaration.
 
I don't know if this is a new policy or just an over-zealous local
person.  It seems to be overkill for a thin envelope of printed
matter addressed to a staid institution such as the British
Museum of Natural History.
