It is used to wrap shells in the Philippines. All shells, all sizes, shapes,
configurations, with or without spines, fronds or sharp pointy attachments.

You can tell because when you get through unwrapping the shells, all the
toilet paper will not fit back into the box in which the shells came. A
strange phenomena that scientists are still working on.
