Your point about tires not being meant to form habitat as much as being a cheap way to dump reminds me of some of the current discussion about pollution "credits". The scheme, the way I understand it, is that industry is allowed to contaminate the environment beyond specified caps as long as it buys credits from industry that contaminates under the permitted caps.
Imagine if this logic were applied to a murder cap. Since I'm relatively peaceful, I could sell credits to serial murderers. A win-win situation! (I don't think this is such a big stretch of argument).
In fact, I wonder whether the accountants for Goodyear might have found a way to get a tax deduction for their "good deed".
