There is a fairly complete rundown on shelling in Hawaii on the Internet
Hawaiian Shell Neww under "Hawaii Shelling". Under "Rules" there is a
description and small map of all Nature Reserves where any collecting is
prohibited and Harbors where there ar fishing regulations that include
shells by their not being excluded. There are no licenses required in
salt water. Disturbing live coral or live rocks is prohibited.
Generally access to the Ocean is quite available and you can go where
there aren't houses of fences. Beach shells are scarce to rare, but
micro shells are available at the high tide lines.
