Paper mills are indeed one source of foam in Alabama:

Again, Beth, thank you for the reminder. The relation to shells is that the
beaches with the most foam also seem to have a lower Donax count, though the
final word isn't in yet. Looks like I really need to photograph and sample
the foam and have its composition tested. And I'll keep on counting Donax.
The foam can't all be papermill-related, since the mill presumably runs
year-round and the foam is worst in the tourist season, which points toward
urban runoff and wastewater as being greater factors. A wag suggested that
the foam consists of suntan oil.
Thanks again to others who have shared information on Donax, Emerita, and
other beachy inhabitants.
