Any cite on reasons ?

I can figure that near large rivers and ocean ports the pollution
and runoff is increasing.

The Mississippi River is a primary source for Chlorine by a DOW plant.
When the river goes down in the summer, they switch to salt domes.
They produce Chlorine and another 'salt' like potash or the like.

This isn't new.  So all I can figure it is a push towards desalting
surface water (ice melt) or heating, or pollution.

I think DOW has it right - extract what we put in.  More chemical plants
can do that pulling out what the massive farms spray and dump
each year.

The cities have other responsibilities, New York is perhaps the most in
trouble.
