A good question, Winston.

It has A LOT to do with getting information on shells (or anything else) from internet websites and perhaps from this listserv. If the internet is a prime source of shelling information, then telecommunications legislation is an important topic--especially for the future.

I don't claim to understand all the nuances of the regulatory wording. But, the scheme apparently involves the ability of broadband providers to prioritize higher-tech services for only some websites. For instance, streaming video might only be feasible for AT&T's favorite website clients, or perhaps slower and less reliable service for the rest of us non-billionaires.

Perhaps the websites of shell dealers, shell clubs, universities, and museums will be limited to limited bandwidth technologies.
