Actually they do want the forms. They need to show by name what's in the
parcel. Most experts here in Hawaii are known to the officers. They
include a form to be filled & sent back after you receive the parcel. If
you don't do it correctly, they have to. And as Tom pointed out they are
over-worked as is.  CHRIS:)
