The first part is probably new and deals with harmful species, but read
the part 3372. This act has been used for many years to regulate the plant
and wildlife trade. Basically if a plant or animal is illegal to collect
in a US state or foreign country you cannot bring it into the US or
transport it interstate. To see some examples of how it's used, go to
Traffic http://www.traffic.org/  and type in Lacey Act in the search box.
