Your pond is to shallow.  There is likely an issue of crushing them in a
shallow pond.

The ponds in China have deep holes and the ice there isn't has harsh as
on the top.
I suspect the snow blankets the ponds to prevent cold blasts from
excessive cold.

We were told the fish had a chemical within that kept the carp from
freezing.  Likely
there is a limit there as to temp of ice and thermal expansion.
