There are some dive operations at Portobello on the Caribbean side of
Panama, an easy drive from Panama City. They have to go offshore a bit to
get clear water because of all the rivers that come in there. I stayed in a
very basic place (cold water, bunks, but at least baths in the room) a
couple of years ago.
I think there may be diving in the Pacific side in the Perlas Islands,
which you can easily reach by plane or ferry.
