A friend recently returned from the Philippines. Before departure, one of
the screeners recognized shells in his carry-on as it went through the x-ray
machine. He had personally collected these, just some common shells, nothing
with restrictions. So he was baffled when they asked him for proper
documents? They eventually allowed him to take the shells but informed him
next time he would need the appropriate paperwork.

He was baffled...so am I. So, are permits now required? What's changed?
