No. At least not in 2002 or so when I was there with my kids. At the
airport  they were confiscating anything animal, vegetable or mineral
(ie, I saw them taking bottles of beach sand away from tourists as
they passed their hand baggage through X-ray). This was at the airport
in Liberia (NW Costa RIca), I imagine its similar in San Jose.
