First, Barbitonia arthritica (Bernardi, 1857) and Neptunea arthritica
(Bernardi, 1857) are the same species, placed in different genera.  Having
said that, the species name arthritica is not attributable to Bernardi.
    Bernardi in a paper dated 1857 but not actually published until after
April 1858 referred to Valenciennes previous description of the species in
the same year..  Therefore the name, originally Fusus arthriticus, is
attributable to Valenciennes.  There is no "Fusus arthriticus Bernardi".
In current usage it should be listed as Barbitonia arthritica (Valenciennes,
1858).

In answer to the second question, there cannot be two species in the same
genus with the same name as you obviously know.
