I do not know how they get there, but many of the fish stores in
Chinatown in NY have bushels of periwinkles.  Most are medium to very
large (sorted by size) and the expensive ones (I don't remember prices)
have the tops ground down for easy removal.  I hope this is a useful
lead, or at least encouraging.
