Dear Maria,
I also interested to make a shelling trip to the Red Sea and I look for
information in the Internet and I find the following site in which write
clearly that shells collecting is prohibited

For your own safety, please refer to the symbols below. These are signs that
you will see during
your stay. Please note that the prohibitions are enforced by law.
 
                                Do not touch, break or remove any corals or
shells.
 
                                Do not collect,remove or damage any material,
                                living or dead, from Protected Areas (corals,
shells,
                                fish, plants etc.)
 
                                Fishing and spearfishing are strictly
prohibited in
                                Protected Areas.
 
                                Fish Feeding upsets the biological balance on
the
                                reef, and can be dangerous. It is strictly
prohibited.
                                (including sharks, morays, napolean fish etc.)
 
                                It is prohibited to dump at any type of
rubbish or
                                waste in the sea.
 
                                Areas marked with this sign are off limits to
the
                                public.
 
                                Offenders are subject to prosecution according
to
                                the terms of Law #102 of 1983.
Also I received the following e-mail from a diving operator in my question if
I can collect sea shells:

Hello George, shell collection is not a very popular hobby at the Red Sea,
in fact it is prohibited on all beaches and you might have serious problems
with the authorities.
The El Tabia Hotel is a simple but very nice three star hotel near the
beach, by Bus to downtown it is only about 15 Min.
