This has been addressed before and is in the archives, but here it is:

To collect live shells in Florida, by law you must have a Florida
Saltwater Fishing License. You can buy them wherever you get your auto
license or at most bait shops and sometimes WalMart, etc.

You may not collect live shells at all in Lee County (including Ft
Myers, Sanibel and Captiva Island). You may collect two specimens per
species per day in Manatee County. In the Keys you may not collect in
Pennekamp Park and in some parts of the Florida Keys National Marine
Sanctuary (though you may collect near all the bridges).

You may not collect in Biscayne National Marine Park (Miami), which
stretches down to Pennekamp.

I don't know of any other restrictions except locally in some marine
parks.
