That is a limitation.  I used to snorkel a great deal and was able
to dive - drive down with fins to 35 and 40 feet spend a short time
to pick and then come back up for air.  I  was 16 at the time and would
spend from before low tide (get deeper) to the next low tide.  I'd tow
a car tire that had a net or ply board bottom that was attached by rope.
It carried my lunch out - and shells back.  A home made sea anchor was used
when I left it for very long.  The same rope was used to drag it along.

Our tides were -6 to +6 and had under and over ranges in special conditions.

I wonder if you could drop a snag bucket into a deep sand area or over a
roll off that you might find something in the sand.

Naturally, that might be in violation of the rules, but maybe not.  More
work
that is for sure.  But when you spot that Glory of the Seas just sitting
there
under any other name to others that is when you need the extra 10' of diving
or another method other than scuba.
