When I lived in Florida I frequently had to pack shells for guests to carry
home.  In addition to the paper padding, I use a zip-lock bag.  I zip it
almost completely, then stick a straw in and blow it up while holding the
edges.  While still blowing, I pull the straw out and finish zipping the
bag.  It provides a cushion and works quite well.  Friends have packed them
in with heavy items in a suitcase and I never received a report of any being
broken.
