Re skates and shark served as scallops.  I don't eat them in the Panama City
Beach, FL area.  I have an uncle who has been an electrician there for over
35 years.  He has been in the kitchen of most of the restaurants and often
seen them using the "cookie cutters" to make scallops.

No harm done - both are edible.  I am sure the breading, seasoning, and deep
frying more than covers up the flavor.  But if you are a scallop
connoisseur, I would recommend you know personally where the scallops came
from.
