Regarding James Boxall's questions on Vietnam and coastlines, here is what I
could find.  Hope this helps some.
 
I was able to locate Nghe An, Vinh Phu, Phu Yen, and Binh Thuan Provinces on
the CIA map, _Vietnam Adminstrative Divisions_, 1992 (Base #802036 R00016
9-92).  Comparing this map with older maps of N and S Vietnam, Nghe An is now
(1992) what was the northern part of Nghe Tinh, N. Vietnam; Phu Yen a part of
Phu Khanh; Binh Thuan a part of Thuan Hai.
 
Tra Vinh was found in the US Board on Geographic Names, _South Vietnam,
Official Standard Names Gazetteer_, v.58, 1971, to be a "ppl" with a "see:
Phu Vinh" in Vinh Binh (now Cuu Long province).
 
Thanh Hoa is the province just north of Nghe An, and not the same as Khanh
Hoa which is another province in the south.  Ha Nam Ninh is a province whose
name is shown as Nam Ha on the 1992 CIA map.
 
As for your coastline question, I checked _the World Factbook 1992_, by the
CIA and for what it's worth under Russia it gives a coastline figure of
37,653 km.  Canada was given 243,791 km.
