I do not think that is a Vexillum savignyi, but just a beached V. tricolor.
V. savigny never has dark spots, just white ones.
On the other hand some V. tricolor may lack the dark spots too.
It is mainly a matter of outline, more elongated and with flatter whorls in V.
tricolor, with more shouldered whorls in savignyi.
