I was a Peer reviewer for IEEE, fellow scientists wrote papers
for publication and before that took place a half dozen 'peers'
in their field would look at not only the technology / science,
but the written text. In short, suggesting editors. Our inputs
would be sent to IEEE and / or the fellow. He or She would get
the package, and sort out the pros/cons and the like making a
final version to be submitted for final entry. I got out due
to my leaving Industry of IEEE. I left JEDEC as well.
One must keep the information 'secret' and not leak what will
be announced at the national meeting in a matter of months.
[ This secret part is perhaps the most honorable facet of the job!]
