Hi Kathleen,

The fishing license covers any live shells that you collect in water deeper
than you can wade.  Dead shells are not included, and in Florida collecting
Strombus gigas is a "no-no".  Sanibel does have shelling limits, and in the
Florida Keys you have to watch where you collect as the entire area is
"protected".  Hope this helps!
