A positive reason we need to get Congress to write a Science
Recover/Archive law or
the like. Allowing professional and organized groups to collect in an area
that is to be destroyed.

There are laws that closely match this - When a dig starts and fossils are
found and old civilizations and peoples - science is given
first rights and halts the dig until science has completed the task.
Normally it is a University or Museum that takes charge.

It seems to me that once the first chosen one has 'gleaned' the 'field'
then it should be opened up by them to clubs and interested individuals.

Then let the rip and tear go as it was. Not that one can tell at this time
if it were right or wrong, not knowing who, what, where, when at this time.
