I believe it is butane.  Butane is very explosive so be extremely careful
when using it.  There have been accidents where a person had a plastic
cigarette lighter in their pocket when welding and were severely injured or
killed when a spark melted through the plastic of the lighter and set off
the butane.  If you are going to use this stuff do it outside and don't
smoke.

Butane boils at -1 degree Celcius, I can't imagine somebody will use it for
diluting oil. I think a fluid like terpentine is used, but other apolaire
solvents like benzene, toluene, cyclohexane and ether can be used. N.B, I
'll not recommend the use of ether because of its low boiling point (35
degrees C.). Personally I recommend the use of terpentine.
