I agree, however when you add hypo chloride to water you get salt and
chloride
that then attacks H2O and creates HCL and gas.  Been a while since I had
Chem, but I believe that is what happens.

I agree, Hypo bleaches and weakens.  HCL does all and then some.

But like I say, I'm not a Chemist and it has been 40 years or so since Chem
class.  I'm more high tech Physics and Engineering myself.

Either way it is bad for the dress if in concentration.

My guess the detergent helped alter the binder into a harder material.
Perhaps it just dried it out.
