For listers wanting to look at the bigger picture...there's a report in Science on the state of the oceans dealt with in an article for McClatchy newspapers: http://www.mcclatchydc.com/2010/07/04/96966/report-oceans-deteriorating-health.html

That vortex of plastic in the middle of the Pacific is roughly TWICE the size of Texas??? Don't mess with my oceans!

The accompanying video says that the top-level committee forming to deal with the oceans will not include NOAA. NOAA will be "represented" by the Commerce Department.

Mark Twain must have something to say about this.
