I think the answers to all your questions are no.  I'm on a local ISP,
called Access 2000, and have had no trouble sending mail to AOL addresses
until the last few days, and they've all come back.  I called axs2k and
they said AOL was having problems because their subscribers had been
calling all day.  So it's not just me and axs2k.  axs said it had something
to do with the new 4.0 AOL.
