Martin,

As far as I know, the following countries have laws against collecting live
shells:

Costa Rica (absolute)
Honduras Bay Islands (they search luggage and seize shells)
Cayman Islands (may be only parts of the country)
Netherlands Antilles (Aruba, Bonaire, Curacao)
Mexican marine parks, including Cozumel and the "Mayan Riviera" - coral
reef park down the eastern coast from below Cancun

If anyone has information about laws in other Caribbean areas, I'd be very
interested to know them as well.
