Sarah,
I dont see the problem. You can always provide a link on your site to the
journal. Most on-line journals archive their stores and so you might need to
change the link to point to the archive site after the current issue is
past. I would not think it likely that the journal owners would be willing
to let you archive their journal without paying a fee for that but you
should ask them directly as the answer may be different for each publisher.
