As Kurt mentioned, Cebu is an incorrect locality.  It's unfortunate that accurate data for these shells has been difficult if not impossible to secure.  Lot's of hearsay, but nothing definitive. For all intents and purposes "Luzon Island" is the basic data.  The entire Calocochlia pulcherrima complex including C. festiva and similar species are all limited to south and central Luzon Island.  The identification conundrum of this recent land shell material will start to unravel when accurate locality information if finally obtained. We can call this problem "The 4-C's" (Commercialism Creates Clandestine Conditions)!
